This dissertation attempts to partially overcome that shortcoming; the study argues that cultural, intellectual, religious, demographic, economic, and political forces shaped the contours of dual-language instruction in America between 1840 and 1920.;Prior to the Progressive era, a variety of social forces facilitated the emergence of several distinct patterns of foreign-language instruction in the public schools of the United States. Most often, bilingual schools materialized organically, particularly in small ethnic towns, without a grand underlying social or political agenda. Sometimes, however, dual-language instruction was used as a political arrangement to appease a large segment of the population. Additionally, school leaders occasionally offered bilingual instruction as a means of enticing foreign-language speakers into the public schools in order to “Americanize” them. Moreover, in English-only institutions, bilingual education, when it was employed at all, took on a covert form. By contrast, some foreign-language speakers established their mother tongues and worldviews as a sizable portion of the regular public-school curriculum.;The Progressive period and the First World War brought forth drastic changes that worked against dual-language instruction.
